WALGA Reporting Platform

The WALGA Reporting Platform enables participating councils to track and report their greenhouse gas emissions, energy consumption, and energy production. It is a complete greenhouse gas accounting system that follows the methods and factors of the National Greenhouse Accounts Factors. It is suitable for reporting under the National Greenhouse and Energy Reporting Act (NGER), the National Carbon Offset Standard (NCOS) and the Greenhouse Gas Protocol (ISO14061.1).

By providing a sector-wide approach to reporting, WALGA has ensured councils have access to a cost-effective tool that is complete, consistent and accurate and which will allow councils to compare their performance with each other, over time. The platform also provides a collaboration area for council staff to ask questions and share good practices.

The platform is provided as a hosted service by Greensense Climate Change Consulting, and participating councils are charged an annual subscription fee to use the platform. A portion of each council’s subscription fee is retained to fund future enhancements of the platform under the direction of a Local Government Steering Committee convened by WALGA.

The home page of the platform provides access to help information, documentation, a discussion board and other supporting resources.Each council is provided with a secure web site to maintain their inventory design, collect activity data, and access a dashboard and reports.
The dashboard is fully interactive and can be embedded within the council Intranet to provide access to all council staff.Activity Data is collected in Excel workbooks automatically provisioned by the system based on the inventory design. This allows activity data to be maintained by the most appropriate council officer in a familiar working environment.

What is the cost of the platform?
The cost of the platform for WALGA members is $3,000 per year (exc. GST). The first year’s fee includes two hours consulting support to help councils design their greenhouse gas inventory. An additional data fee is charged for automatic provision of electricity or fuel consumption data.

How do I sign up my council to use the platform?
There is a standard contract that must be signed to gain access to the platform with a supporting purchase order for the subscription fee and any automated utility data that is required. The contract:

must be sent to the WALGA Climate Change Coordinator and the purchase order must be made out to Greensense (ABN 28 130 728 387, PO Box 7862 Cloisters Square Perth 6850) and sent to accounts@greensense.com.au

Can I use the platform if I am not a WALGA member?
The platform is dedicated to WALGA members; however the software is available for use by other local government associations or interested parties. Please contact the WALGA Climate Change Coordinator or Greensense for more information on software license and implementation costs.

The WALGA Reporting Platform Steering Committee                                                                     The WALGA Reporting Platform is governed by a Steering Committee made up of Local Governments subscribed to the Reporting Platform, Greensense and WALGA. This Committee makes decisions about the allocation of upgrade and improvement funds. Meetings are held quarterly. Expressions of Interest to participate in the Steering Committee are held in January of each year.
